Niagara Region completes preliminary design, environmental study for bridge construction

The Regional Municipality of Niagara announced Monday it has completed an environmental assessment and preliminary design study for the Burgoyne Bridge in St. Catharines, Ontario.

The existing Burgoyne Bridge was built in 1915 and carries traffic on St. Paul Street, also known as Regional Road 81, over Twelve Mile Creek and Highway 406 about 20 kilometres northwest of Niagara Falls.

Niagara Region, which is the upper tier of municipal government for St. Catharines, Niagara Falls, Welland and nine other municipalities, said Monday it has decided to replace the existing Burgoyne Bridge with a single steel truss-arch span supporting two steel box girders from inclined hangers on a hybrid alignment of the existing central and eastern alignments.

In September the region announced a study by Delcan recommended a replacement bridge by built as close as possible to the existing alignment.

Its preferred bridge design has a cross section of two traffic lanes (one northbound and one southbound) on-road bike lanes and wide sidewalks along both sides of the bridge.

Roadway modifications will be required at the north and south bridge approaches, the region says.

An environmental study report documenting the planning process for the environmental study, as well as the preferred bridge design has been completed and is available to the public for a 30-day review period.

“Subject to comments received as a result of this Notice and the receipt of necessary approvals, the Region intends to proceed with the detailed design and construction consistent with the documentation in the ESR,” the region stated in a public notice.

Starting today, the ESR is available for review at the regional government Clerk's Department at 2201 St. David's Road in Thorold, at the City of St. Catharines Clerk's Department at 50 Church Street and at the neighbouring St. Catharines Public Library.

“Interested persons may provide written comments to the Region's Clerk's Department within 30 calendar days,” the regional notice stated. “If concerns regarding this project cannot be resolved in discussion with Niagara Region, a person or party may request that the (Ontario Environment Ministry) make an order for the project to comply with Part II of the Environmental Assessment Act.”
